The year is 2025, and King Fable the ninth of the Kingdom of Edris has declared war on the Kingdom of Garros. The Black Ocean separates the two Kingdoms by a hundred miles, though the violence and hatred is only inches apart. For the past hundred years, tension between the two Kingdoms has grown feriously. The largest factor separating these two counties is the pokémon Xerxies.

Xerxies is said to be the oldest pokémon in the world, with powers beyond imagination that no human has ever known of. Xerxies was the pokémon to drive the Kingdom of Garros into the depression. For many years, pokémon in the Garros kingdom were enslaved and treated like garbage; forced to do work and starved to death. Xerxies took the form of a human and snuck his way into the palace, killing their king. Xerxies fled without being seen and the people of Garros came to the conclusion that the Edris people had planned the king's murder. The people of Edris did not agree with the Garros' evil ways with the pokémon, while the Garros people saw the friendship that Edris people had with pokémon as savage and disgusting.

For a hundred years, the people of Garros senselessly attacked the people of Edris, convinced they were the center of all their suffering. Terrorist attacks from bombing to the stealing of cargo ships and vehicles transporting goods became increasingly common. King Fable the eight allowed it to go on, trying to convince the current King of Garros that the fighting was senseless, though it seemed that he had no plans of ending it. The people of Edris suffered at the hands of the Garros. Recently, King Fable passed away and the throne moved to his son, Fable the ninth.
"I had to sit by while my father allowed the people of Garros to attack our people. Tonight, that will all change. With the Rosaceous League; our people will learn to fight against the Garros. Tonight, we rage war and the attacks on my people will come to an end."
